Noah Jolley

Noah Jolley is a Vice President with HNTB’s Advisory group focused on providing strategic infrastructure advisory services to HNTB’s clients on their most complex and impactful projects nationwide. Prior to joining HNTB, Noah was Vice President of Project Development for North America at a global leader in transportation infrastructure development and construction, where he was responsible for managing pursuits of large-scale transportation P3 projects across the US and Canada. Noah has played a leading role on numerous transactions and brings expertise across the commercial, legal, technical, and financial components for large, complex transportation P3s. He has undergraduate degrees in Mathematics-Physics from Whitman College and Civil Engineering from Columbia University, and a graduate degree in Civil Engineering and Construction Management from Virginia Tech.
